In 1940, an investigation conducted by the British military found that only 1 in 5 of their bombers were actually landing bombs within five miles of their intended targets.  This level of inaccuracy wasn’t just dangerous in terms of collateral damage, but it was horrible in terms of achieving military objectives.  This inaccuracy has led to the development of ever more precise munitions, which is still going on today.
